Rector native Jacqueline L. (Fish) Wicecarver (GS-15) has been named by the Department of Defense Inspector General as Program Director of the Year. Wicecarver was recognized at the 21st annual Department of Defense Inspector General Awards ceremony, held July 12 in Washington, D.C. The daughter of Marjorie Fish of St. Louis and the late Jack Fish, she is a graduate of Rector High School and has been employed by the Department of Defense for 32 years... -
